The result was infinite resistance between the heater element leads, so order a replacement heater element.

* 120 volts on the heater lead pins
* infinite resistance between the heater element wire leads where it should have been 10 ohms
 
so order a replacement heater element.
 
Remove the existing heater element following the disassembly videos mentioned above:
